Throughout his career, Mr. Fagan has been a leader and innovator in the use of technology to improve
investigative outcomes and in his efforts to improve the law enforcement response to domestic violence. Mr. Fagan currently works as a Digital Evidence Forensic Examiner for the Medford Police Department where he is assigned to the Southern Oregon High-Tech/FBI Cyber Crimes Task Force. He is as a Certified Forensic Computer Examiner (CFCE) by the International Association of Computer Investigative Specialists (IACIS) and he has testified as a digital evidence forensic expert in state and federal court. Mr. Fagan created and maintains the “Law Enforcement Technology Investigations Resource Guide” to assist investigators and prosecutors to more effectively leveraging technology to improve investigative outcomes. In December 2015, Mr. Fagan retired after more than 30 years of law enforcement service where he most recently served as the Detective Sergeant supervising a Special Victim’s Unit. Mr. Fagan has more than a decade of experience supervising a Criminal Investigation Division that included an Investigative Support Unit (Crime Analysis), a Major Crimes Unit, a Property & Evidence Unit and the Medical Examiner Investigations Unit. Prior to being promoted, Mr. Fagan was assigned to the Major Crimes Unit as a Detective where he investigatednumerous homicides, suspicious deaths, unidentified human remains, fatal motor vehicle crashes, officer involved shootings, robberies, burglaries, kidnappings and abductions, missing persons cases, child physical and sexual abuse and other complex and long term investigations. Mr. Fagan has also worked as a patrol deputy, field training officer, search and rescue specialist, and he has more than 25 years of experience as a paramedic. Prior to joining the Jackson County Sheriff’s Department, Mr. Fagan was a Deputy Sheriff/Paramedic for the San Diego County Sheriff’s Department. He was a technical rescue team leader and a search and rescue specialist. He was also the lead instructor and adjunct faculty program coordinator for the Emergency Medical Technology program at Southwestern College in Chula Vista, CA and he holds a lifetime community college
teaching credential. Mr. Fagan has been a consultant and instructor for Fox Valley Technical College - AMBER Alert training program since 2009. The AMBER Alert training program is a comprehensive training and technical assistance program developed by the U.S. Department of Justice (USDOJ) to develop and enhance AMBER Alert programs and create a seamless AMBER Alert network across the country. Mr. Fagan has worked to developed new programs involving digital evidence and has instructed hundreds of law enforcement officers across the country in the proper investigation of missing and abducted children. Mr. Fagan has also been a presenter on various topics at numerous national and regional conferences.
Mr. Fagan is President Emeritus and a founder of the Oregon Homicide Investigators Association and has been awarded Life Membership by the Washington Homicide Investigators Association. He has also received numerous awards and commendations including the Medal of Merit, the Medal of Valor, the Oregon Sheriff’s Association Award of Valor, the Leo B. App Jr. Outstanding Shooter Award, Commitment to Child Safety & Missing Children award, the Council Against Domestic & Sexual Violence award for Outstanding Contributions to the Prosecution of Domestic Violence Offenders, the Human Rights Courage Award, and Investigator of the Year award by the International Association of Marine Investigators. In his spare time, he is a publicly elected official and Director at Jackson County Fire District 3.
