Minnesota has made ground-breaking strides in legislation and service provision for sexually exploited and trafficked youth. In 2018, the state initiated a project, led by the Minnesota Coalition Against Sexual Assault (MNCASA), to coordinate five multidisciplinary teams across MN working to develop community-specific protocols for the response to victim/survivors of sexual exploitation and trafficking.
The presentation will describe the 18-month protocol development process, including successes and lessons learned from the pilot sites. We will focus on practical skills and techniques for the development of tailored protocols that reflect the unique needs of each community, as well as best practices for team formation and process. The presentation will culminate in the introduction of the Safe Harbor Protocol Development Guidebook, a combination training manual and template developed by MNCASA that participants can adapt and customize to fit their localized response.
